The reasons for this paradox are quite simple
- No more Ontario Municipal Board. This has created a very cautious attitude for developers going forward with new acquisitions
- New Historic Control Districts in Central Toronto. This has shut down all development in most of the core. Formerly non-historic properties are now being designated historic.
- Huge delays in rezoning and permits with the city of Toronto.
- A provincial government that is clearly anti-development
