I have been pounding the table about this for three years. The culprits are the City of Toronto Planning Department and the former Premier. Eliminating the Ontario Municipal Board (OMB) and various planning shenanigans has put huge downward pressure on density and number of units.
In the downtown core, this effect has greatly reduced the number of homes available now and in the future. Bring back the Ontario Municipal Board as a start!
